So, I'm an old fan going back to 1975 (or so) when I saw BBD open for Johnny Winter in Cleveland, OH.
Forward to present day - I get constant emails from Amazon about their music feeds. I finally check it out and see some BBD and Gentlemen Rockers stuff.
So, is Bill payed a flat fee? Or for each play? If not how are the artists payed for their products?

Streaming services are notorious for paying very, very little to artists in terms of royalties. An artist has to receive literally millions of stream before the revenue adds up to anything substantial. For artists like myself who only have a 'niche' audience rather than a mainstream one, streaming doesn't even get close to being a means of professional support.
I, like many other artists, dislike streaming with a vengeance and I don't allow music that I control to be streamed. However, I don't own the rights to the older parts of my back catalogue, such as Be Bop Deluxe, and the Metropolis concert that you mentioned, so I have no control over the material, hence why you're seeing it on streaming sites.
