I don't recall reading this before (although I wouldn't be surprised if it's been linked to here in the past) - it's an article about Bill in The Independent (a national UK newspaper), in the period prior to the release of After the Satellite Sings. The article's author, Mark Prendergast, says that Chance Encounters in the Garden of Lights is "one of the finest instrumental albums of mystical ambience ever."
(I have a feeling The Independent website might require you to register for free to view the whole article, although it didn't with me - maybe I've registered in the past and forgotten. I can always copy and paste the full text, if wanted).
